This circuit is a 16 LED sequential form of adding two counter ic (4017) as a LED driver.

NOTES:


pin16 of 4017 are the Vcc pin (+12V)
pin8 of 4017 are the Vdd (Gnd)


U3 = 74LS08 or any AND Logic
pin14 = Vcc (V+)
pin7 = Vdd (gnd)
